Pj. Bupati Sumedang Sampaikan Nota pengantar P2APBD 2023 ke DPRD, Rabu.

DPRD SUMEDANG -- Pj. BUPATI Sumedang, Drs. H. Yudia Ramli, M.Si, menyampaikan Nota Pengantar Laporan Pertanggungjawaban Pelaksanaan APBD Tahun Anggaran 2023. ke DPRD Sumedang.

Laporan tersebut disampaikan pada Rapat DPRD Sumedang dalam rangka Penyampaian Nota Pengantar Bupati Sumedang mengenai Raperda tentang P2APBD Tahun 2023, di Gedung Negara Sumedang, Rabu (5/6/2024).

Sedikitnya terdapat enam laporan yang disampaikan oleh Pj. Bupati Yudia pada Rapat Paripurna tersebut. Yaitu, sebagai berikut.

Pertama, Laporan Realisasi APBD. Terdiri dari Realisasi Pendapatan Daerah, meliputi Pendapatan Asli Daerah sebesar Rp518,68 miliar lebih, Pendapatan Transfer sebesar Rp2.32 triliun lebih dan, Lain-lain Pendapatan Daerah yang Sah Rp537,23 miliar lebih.

Kemudian, Realisasi Belanja sebesar Rp2,48 triliun lebih yang terdiri dari, Belanja Operasi sebesar Rp2,06 triliun lebih, Belanja Modal Rp405.71 miliar lebih dan, Belanja Tidak Terduga Rp6,96 miliar lebih.

Selanjutnya, Transfer. Realisasi Belanja Transfer mencapai Rp439,70 miliar lebih. Terdiri dari Bagi Hasil Pajak Rp28,86 miliar lebih dan Bagi Hasil Retribusi Rp1,68 miliar lebih. Realisasi Belanja Bantuan Keuangan Rp409,15 miliar lebih.


"Lalu, Realisasi Pembiayaan yang terdiri dari Penerimaan Pembiayaan sebesar Rp161,61 miliar lebih dan Pengeluaran Pembiayaan yang terdiri dari Pembentukan Dana Cadangan Rp25,00 miliar lebih dan Investasi Pemerintah Daerah Rp6 miliar.

“Selama Tahun Anggaran 2020, Realisasi Pendapatan Daerah mencapai Rp2.90 triliun lebih dan Realisasi Belanja dan Transfer mencapai Rp2.86 triliun lebih. Sehingga terdapat surplus realisasi anggaran sebesar Rp36.12 miliar lebih,” ujar Bupati Dony di atas podium.

Ke dua, Laporan Perubahan Saldo Anggaran Lebih, meliputi Saldo Anggaran Lebih (SAL) Awal Sebesar Rp162,04 miliar lebih; Penggunan SAL sebagai Penerimaan Pembiayaan Tahun Berjalan minus sebesar Rp161,53 miliar lebih; SILPA Rp56,00, dan; Saldo Anggaran Lebih Akhir Rp56,00 miliar lebih.


Ke tiga, Laporan Neraca Daerah. Terdiri dari Aset sebesar Rp3.86 triliun lebih; Kewajiban Rp54,25 miliar lebih, dan; Ekuitas Rp3,80 triliun lebih.

"Ke empat, Posisi Laporan Operasional dengan rincian sebagai berikut. Pendapatan LO sebesar Rp2,74 triliun lebih, Beban LO Rp2,72 triliun, Surplus dari Kegiatan Non-Operasional Rp11,92 miliar lebih. Lalu, Pos Luar Biasa Minus Rp344,82 lebih dan Surplus LO Rp36,98 miliar lebih,” ungkap Yudia.

Selanjutnya, ke lima, Laporan Arus Kas Daerah. Antara Lain, Saldo Kas Awal Per 1 Januari 2023 sebesar Rp161,54 miliar; Arus Kas Bersih dari Aktivitas Operasi Rp331,10 miliar lebih; Arus Kas Bersih dari Aktivitas Investasi Minus Rp436,71 miliar lebih; Arus Kas Bersih dari Aktivitas Pendanaan Minus Rp85,23 miliar lebih; Arus Kas Bersih dari Aktivitas Transitoris Rp15,94 juta lebih, dan; Saldo Kas Akhir per31 Desember 2022 Rp56,00 miliar lebih.

Ke enam, Laporan Perubahan Ekuitas, sebagai berikut. Ekuitas Awal Rp3,65 triliun lebih; Surplus LO Rp36,88 miliar lebih; Dampak Kumulatif Perubahan Kebijakan/Kesalahan Mendasar Minus sebesar Rp113,57 miliar lebih, dan; Ekuitas Akhir Rp3,80 triliun lebih.


Sementara itu Wakil Ketua DPRD Sumedang Titus Diah yang memimpin jalannya sidang mengatakan, penyampaian laporan tersebut merupakan pembicaraan tahap pertama untuk selanjutnya ditanggapi oleh fraksi-fraksi di DPRD Sumedang.

“Laporan Bupati tersebut menjadi pembicaraan tahap pertama yang akan ditanggapi dalam Rapat Paripurna Pemandangan Umum Fraksi-fraksi DPRD," ujarnya. humas.
